It will be both. Soaring and definetly landing.
Tom Kiesling doesn't fly with a skeg anymore at any contests to use it as prep for FAI events. It will be a landing contest as well, balanced by 12 minute (not an absolute) flights. But it's man on man... you don't have to get 12, just beat everyone else.
