Most servos only turn 60 degrees total.  I've got a plane that uses HS85's
for flaps too, and I do get 90 degrees.  Have you set up your radio to
offset the servo so that you are getting the full 60 degrees of travel to
lower the flaps?  In other words, you don't want to have the servo at it's
normal neutral point when the flaps are centered, because you're only going
to get 30 degrees out of the servo.  You want the servo center point to be
offset so that from flap center, to full 90 degrees down, you are getting
well over 30 degrees over servo travel.
