It says :
"1790 May 8 — The French National Assembly decides that the length of
the new metre would be equal to the length of a pendulum with a
half-period of one second."

So originally the length of a meter derived from the duration of a
second, not the opposite.

Fascinating. So the definition of a metre was based on the second for *one* year. I didn't know that.
