We have this now in Australia- it's called a Goods and Services Tax- but we
have income tax redistribution as well...note our Consumption tax is on
Services as well. For instance, When a  charitable organisation receives a
grant of $10,000 from any body, it immediatly must pay $1000 of it to the
Government as GST
