Yes, the FPGA implements the PCI bus controller and gives access to the SJA1000 can controller. I must enable the memory windows where the SJA1000 is mapped and enable the interrupts. Then, I have to provide the base address where the read and write operations must be done. Then, the 'ems_pci.c' is a good start?
