Make sure you start hpa tftpd with the "-r blksize" option in
/etc/inetd.conf or /etc/xinetd.d/tftp.

I really don't know why blksize isn't disabled by default.  I have 30+
machines in my lab, ranging from soekris-class embedded devices to very
high end servers.  Last time I checked I didn't have a single machine
that could boot with the blksize option enabled.
