I downloaded the free trial installer from the main site. It has the same name:
Autodesk_ECSU_2016_English_Japanese_Win_64bit_wi_en-us_Setup_webinstall.exe and it works. Maybe you can use that? Or at least verify whether that one also fails to run on your system.
