Just tried it and indeed, not using the -pass command will not render all
passes but the current. So my memory didn't serve me well.
However, using "-pass all" worked here and rendered all passes in the scene.
(2015 SP2)

It's weird, when I don't type "-pass", it doesn't render all pass, it
renders the active pass.

And I also tried "-pass all" like in your command line, but I got an
error...
