A quick follow-up on this topic,

Setting gerrit dashboard server side is not super user friendly and it
requires a bunch of extra permissions. Thus I investigated the
gerrit-dash-creator project which features text file description and
client side url dashboard generator.

Here is the file I used:

If this looks good to you, we could follow-up with a story to integrate
the gerrit-dash-creator utility and hook-it on the config-update job.
