Yes, Gnocchi does not come with any alarm evaluator. You can write your own program to do those evaluations, or, as you mention, use Aodh. To be completely honest, I don't know what the state of the standalone story (e.g. without Keystone) of Aodh is nowadays. In theory it works, but I don't think it's tested/gated.
