Hi, 
by default Solaris leaves a user with a passwd cleared until 1st 
login. This means that each user has to supply a password on his first login in
the system, which will be used from this moment on until it expires/changed.
Therefore, you just need to create the user accounts and give each user the
username. Make them sign a protocol with the security policy of  the company
printed in it. Enforce a 6-8 letter mixed case passwd policy. Check
/etc/default/passwd for details.
 If you have considerations that someone can steal an account by guessing a
username, apply an automatic passwd generator, that stores passwds for users
encrypted by a pgp key in a private file some place in the system, accessible
only by trusted people.Such programs are available on the net and SUN
freeware+support sites.
