passwd -e should work if you issue the command while logged in as root.
I su'ed to root does that make a difference?
otherwise you should get "Permission denied" error.
Didn't get that one
you can also verify that /bin/bash is in /etc/shells.
It didn't exist so I make one containing all the shells listed in the man-page of getusershell
if nothing works installing the latest patch cluster and security fixes is a good idea.
I think so too.
