Recalling from memory...

there was a bug in solaris 7, IIRC, about /dev/random not being created. There 
was a kernel patch in order to fix that, so maybe solaris 9 has the same bug.

Check the latest patch-bundle release.

You are correct.  Solaris 9 should not only ship with ssh, but also the 
/dev/random device.
