Solr should attempt to create the data directory if it doesn't exist

Currently, if the data directory doesn't exist, Solr will fail to start. Before
failing, Solr should attempt to create the data directory.
In my case, the data directory is in the tmp folder, and so after a restart, it
has disappeared.
