Solr 4.6.1 Cloud Stops Replication

Hello,

Have 4 nodes participating solr cloud. After indexing about 2 mil 
documents, only two nodes are "Active" (green) while other two are shown 
as "down". How can I "initialize" the replication from leader so other 
two nodes would receive updates?
