You have described your _negative_ business requirements, but not the _positive_ ones. So, it is hard to see what they want to happen. It is easy enough to promote or demote a particular filter matches. But you want to partially limit them. On a first page? What about on the second?
I suspect you would have to have a slightly different interface to do this effectively.
