The physical memory is something of a red herring, see:

The JVM being near the limit is cause for concern. At a glance you are
simply running too close to the edge of your JVM. One thing I've seen
when running this close is that garbage collection kicks in and only
recovers a bit of memory, just enough to keep going then immediately
goes into another GC cycle, spending lots of CPU cycles doing nothing
but GC.

Try looking at your GC logs with something like gcviewer
(https://sourceforge.net/projects/gcviewer/) or gceasy
(http://gceasy.io/) to get a sense of what's really going on.

One common mistake is to issue commits from the client after every
batch of docs is indexed to Solr. You may be wasting a lot of cycles
if you're doing that, I'd let my autocommit interval handle it all.
