Interestingly, the code that sets this system property also has spaces, as:

if (System.getProperty(ZK_WHITELIST_PROPERTY) == null) {
  System.setProperty(ZK_WHITELIST_PROPERTY, "ruok, mntr, conf");
}

Don’t know if that’s relevant or just a coincidence….
