environment variables do not work in  solr.xml

datadir must not be specified like this
<dataDir>${solr.data.dir:"%SOLR_DATA%"}</dataDir>

it should be like
<dataDir>${SOLR_DATA}</dataDir>
the part aftyer the colon is the default value
