So I really do not consider it as bug, but as feature. :)
Hopefully I will move the calling of rhncfg to proper place in installer

Same issue. Previously spacewalk-proxy-tools require it and I move it to
installer.
But I agree that individual package which really use it should require
it insteaed (like spacewalk-proxy-broker, spacewalk-proxy-redirect and
spacewalk-proxy-tools atm.). Feel free to fill in BZ for this.
