I was thinking about organizing the phrase rules just to put related rules (debt, porn, scam, etc) near each other, to make relationships between them easier to see. I found that within my own rule set, such consolidation does often help, and sometimes harms. Therefore I'd like to see this discussion continue, and I'll be glad to run suggested consolidations against my corpus. The trick will be to gain the hoped for benefit without weakening the rules.
