We found that it adversely effected expiry, causing it to fail to be able
to expire due to too many messages being combined into the same "bucket",
adversely effecting expiry's ability to find a good cut-off.

Now that I think of it, though, we may have been using the *scan* time
instead of the message's origination time (from Received hdrs); this may
not be an issue with the latter...

The best thing to do here is to test it out, using mass-check I think.
