What about leaving atime in 32 bit unix time format but having a configuration
option to set the granularity used when deciding if a token that has been used
needs to have its atime updated?

That would help keep down the I/O requirements without requiring the databse to
be rebuilt if someone wants to change the value of the option.

The code change for this would be less. It wouldn't save any space, but it would
help the I/O usage.
