Provide a '-f configfile' option to specify the config file on the command line. My personal preference for config file format would be something that already has a parser available on CPAN and we just use that. However, I understand the dislike for adding yet another dependency, so maybe if we can just be compatible with something (ie Config::Tiny or Config::ApacheFormat).
