it doesn't exist.  I haven't been able to find anything about it. :(
Is there a generic system we can get into, or (since we seem to have
write access to that area of the website) should we setup our own
"nightly" cronjob in one of our accounts and have it put the files there?
Right now, the sa.apache.org site points at old.spamassassin.org, which
has a symlink for the development code from the current sa.org site.
If we can kill that off, that'd be nice. :)
