The rules for URIBL_OB_SURBL and URIBL_AB_SURBL exist in pre2, but there is
no 'score' defined in 50_scores.cf
This causes hits on those rules to default to 1.0, which I assume is okay
because PH is in there and has a score of 1.0. Can scores be added for
URIBL_OB_SURBL and URIBL_AB_SURBL to avoid confusion, even if they are set to
1.0?
