Unfortunately that's not it...  Your message for example shows
up as an IPM.Note, and when I copy it to the public spam folder it
remains an IPM.Note, except exchange deletes the PR_INTERNET_CONTENT
property while copying.

The support issue seems to be talking out messages that are delivered to
public folders, not those that are subsequently moved in outlook by
dragging/dropping.
