Because rpm doesn't know about anything you've installed via CPAN,
tarball, or any other package manager.

Mail::Internet is provided in perl-MailTools on RH (standard package if
memory serves);  Digest::Nilsimsa I've packaged myself as it's not
available anywhere I could find.  Snag RPMs for both from
ftp://ftp.deepnet.cx/pub/devel/perlbits.
