Assuming you want to avoid using user-specific user_prefs files, then

a) our intent (in SARE) is to ensure that local.cf will be processed
after all SARE files. We're doing this by renaming files from name.cf to
70_sare_name.cf -- this will put SARE files after the distribution set
and before local.cf in alphabetical order. (We plan to use
07_sare_name.cf for rules where we want the distribution rules/scores to
override ours, such as 2.6x SARE rules which are replaced/obsoleted by
3.0 distribution rules.)

b) which rule sets do you update via RDJ, and what file names?  If any
are alphabetically higher than local.cf, they will be processed later,
and score changes in local.cf will be ignored.
