That's not where it goes.  user_prefs goes in your ~/.spamassassin/,
and that's for only your own mail.  If you want site-wide effect, put
the entry in local.cf (or any *.cf) in /etc/mail/spamassassin.

Should be all lower case:

blacklist_from [EMAIL PROTECTED]

If using spamd/spamc, you will need to restart spamd.
