Actually I'd expect cached DNS queries (including negative caching of non-mathches) to be quite quick. One nice thing about using the SURBL version of large SpamAssasin rulesets (like sa-blaklist used as ws.surbl.org instead) is that the large rulesets seem to use a lot of memory in SA.
