I think I figured it out, the script is keyed to wget -N. I tried to used curl -R (equiv for most uses) instead, but the script evidently doesn't like that, so it thinks every file is up to date, even if it doesn't exist.

After compiling wget and resetting $WGET RDJ runs fine... sorry for the panic attack :)
