Yes SpamCopURI uses SURBL data.  The name "SpamCopURI" was chosen
when our only data source was SpamCop's Spamvertised sites.  Now
we have additional data sources, so the name is perhaps a little
misleading, since "SpamCopURI" can be used with the other SURBL
lists (which don't use SpamCop data sources) just fine.

Yes.  Like other RBLs you can cache (mirror) the SURBL zone files
locally.   That's definitely a good idea for high volume mail
