Can I do RBL mirroring for commercial sites ?

Yes SpamCopURI uses SURBL data. The name "SpamCopURI" was chosen when our only data source was SpamCop's Spamvertised sites. Now we have additional data sources, so the name is perhaps a little misleading, since "SpamCopURI" can be used with the other SURBL lists (which don't use SpamCop data sources) just fine.
Also can I cache the SpamCop URI database Cached locally on a database on my servers ?
Yes. Like other RBLs you can cache (mirror) the SURBL zone files locally. That's definitely a good idea for high volume mail systems. For more information please see:
