Here's the change log for SpamCopURI 0.19:

   - fix for hex-encoded urls that have a port
   - skipping open_redirect tests until reliable open_redirector is found

(The main change from an installer's point of view is that
those redirect test warning messages mentioned recently
should no longer occur since the tests are skipped.)

SpamCopURI and therefore SpamAssassin 2.63 do not currently have
support for multi.surbl.org.  Only SA 3.0 does, using the command
urirhssub, as described on the SURBL Quick Start (home) page.

You can get most of the same effect of multi (lacking the
phishing list which is only available in multi) simply by
having multiple SpamCopURI rules and scores referencing
the different lists individually, as in:

This is also on the Quick Start, though not mentioned together
like this.
