Not necessarily. Here's one of them I got earlier today:

Content analysis details: (12.1 points, 4.6 required)

 pts rule name description
---- ---------------------- ------------------------------------------------
--
1.0 LWTEST_MULT_RECIP3 Three or more recipients in same domain
 1.0 LW_SUB_200_3 Subject =~ /\$200 bonus at /
 1.0 LW_SUB_200_2 Subject =~ /\$200 bonus at
(?:\w{1,5} )?Casino(?: \w{1,8})?!/
 1.5 FS_DOLLAR_BONUS Subject =~ /\$\d\d\d?\.?\d?\d? bonus/i
1.7 BAYES_80 BODY: Bayesian spam probability is 80 to 90%
                            [score: 0.8042]
 1.4 FU_TLD_BIZ URI: FU_TLD_BIZ
4.4 BIZ_TLD URI: Contains a URL in the BIZ top-level domain
0.1 CLICK_BELOW Asks you to click below

Of the 12.1 points that Casino zeal spam got, only 2 points are from
variations on test rules aimed directly at it. So it would still have got a
good 6 points more than it needed just from my stock rules.

(And yes, my BIZ_TLD rule is a duplicate of the FU_TLD_BIZ at a higher
score. I had my rule in place before the other rules showed up, and so far
I haven't seen any need to remove mu old duplicate rule. :-)
