I have the spamcop_uri.cf in my /etc/mail/spamassassin dir and still no rules 
are being hit. 
Make and make test went fine with no errors.
why is spamcopURI not working?

Yes, the file is named spamcop_uri.cf but grep-ing for "surbl" will 
check inside
the file for "surbl".
