If you're using amavisd to call spamassassin and aren't getting any
rbl tests to work, there are 4 things to check:

Amavisd.conf, around line 1360 (+/-) 'sa_local_tests_only'.  This
overrides the settings in spamassassins config and defaults to yes.

Two other things to check are the SA settings for Skip_RBL_checks, and
the spamcop_uri.cf file and program.

Lastly, are you starting spamassassin with the -L flag?  SuSE does,
but it does it in an obscure way that doesn't LOOK like it is.  That
was one of the two problems that I had with setting up spamcop...
