Even if you don't setup a public mirror, a local rbldnsd mirror will help reduce scan times and reduce the load on the public mirrors. It's well worth doing and help getting it setup is available, just ask in the surbl mailing list.
(Can't run a public mirror, I'm just the net admin but we do run a local copy)
