I would guess that it is an older version, I haven't noticed this hitting in
2.63, which is my earliest experience with SA.

I have absolutely no idea what unusable_messageid is checking for, but that
msgid RE is somewhat similar to one that will classify a good deal of spam.
But unfortunately as coded there will also hit a bunch of ham.  Possibly
that is why it has the extra qualifications.

Not that that really helps in your quest much.  The obvious assumption is
that that test is stale and should be downgraded.  Convincing someone
running old software at another site of that may take a deal of work though.
