Can you telnet to that port?
Here is an example:
telnet localhost 10025
Trying 127.0.0.1...
Connected to localhost.inter-sonic.com.

Sounds like your MTA is either asleep or not configured to receive 
connections on that port, in that case you need to look in the master.cf

and main.cf configuration files.
