Assuming that a) you're using the Outlook plugin and b) you want to delete the contents of the folder, not the folder itself, here's what works for me.
 
1) Select (click) the folder in the navigation pane (sidebar).
2) Choose Edit > Select All from the menu, OR select (click) any message in the message pane and then press Ctrl-A.
3) Delete the selected messages by pressing Delete or clicking the X button on the toolbar. If you hold down the Shift key while doing this, the messages will be permanently deleted. Otherwise, they're move to the Deleted Items folder.
