Unfortunately, not automatically. If you know for certain that an ISP is
owned by the spammer, and have good proof, then you can request that
reports automatically go "upstream", but this requires manual attention.
Automating this has been suggested a few times as a desired feature, but it
is a low priority.
So it may be worthwhile to report on your own above and beyond what SpamCop
does.
[BTW -- go beyond tracerouting as a spammer may get service from multiple
ISPs. Use some web-based traceroutes, and look up the spammer's IP address
in ARIN. The program Sam Spade (www.samspade.org) is useful for this.]
