Spammer #1 gets forwarded the complaint by his ISP.  Now he knows that he 
has a working address.  What does he do?  Put it on his latest "Confirmed 
Valid Addresses, 100% guaranteed" list to sell to some other spammer.

If the other spammer uses it and gets his account cancelled, that means 
more business for the first spammer.

So yes, complaining does tend to increase the spam your address receives 
because it spreads your address around, and the number of spammers still 
increases.
