Thanks, Luis.  (Jimmy also replied with some parallel suggestions.)  I've 
already re-booted a few times, with no success for the program.  When I try 
to start tpptray from a command prompt, there is an "access denied" 
message.  When trying to start the web service through the task manager, it 
starts for a second and then stops.  Although I have admin privileges on 
the computer, it's possible that there is a protected section on the C 
drive.  This happened once before, but I thought that the entire C drive 
had been made accessible.  I'll have to investigate tomorrow unless you 
have other suggestions about ways to get around the apparent access issue.
