[spectrum] Watch for checking if ppp has not got an ip address

Hi

I what to check to see if a specific interface on a router i.e. test_Ce0/1/0 
has not got an ip address assigned to it, so that I can create an alarm to 
notify us.
I am new to watches and I keep getting syntax errors.
