V 4 gives the event variable number 4
I 4 is just an integer value of 4
The rule basically says the following:
If event 0x821024 occurs
If event variable number 4 does not exist, do nothing
Else if event variable 4 is equal to 1, then create event 0x821025
Else if event variable 4 is equal to 2, then create event 0x821026
Else if event variable 4 is equal to 3, then create event 0x821027
You are talking about "creating event action". If you mean to create an alarm,
then choose the tab left to the current one in the GUI.
If you mean to trigger some (external) action, than you need to create an alarm
and read about Alarm Notification Manager (Notifier).
You might want to read the Spectrum documentation regarding Event customization
to get familiar with all the terminology being used here.

it, I see below. Can someone tell what v 4 and I 1 and I 2 and I 3 mean?
