We have this problem too in several versions of spectrum 9.x. with some systemedge agents it just keeps making this alarm then clearing it 30 seconds or so later. I did a packet capture using tcpdump and this shows that spectrum gets the snmp response back immediately but still makes an agent down alarm anyway.
Way back in the past when I first noticed it I logged a support case. They suggested trying dcm timeouts etc and upgrading to later version (we now have h10) but that didn't make any difference. We never were able to figure out why the same 5-10 agents always made these errors that were invalid. Editing dcm timeouts etc is pointless because the problem is spectroserver seeming to not realise it got a response back from the device not a failure to get a response back. What you can do is edit this event to make the timeout longer.
