Whatever solution is chosen, it must be documented, in the repository (for developers) as well as in the sphinx documentation (for users). And that is imho the more urgent problem. It's not particularly hard to find sphinx extensions (searching PyPI for "sphinxcontrib" works fine) currently, but you first need to know, that there are a bunch of 3rd party extensions at all, and second, what to search for in order to find and install these extensions. Some explanatory words in the Sphinx documentation would already make this much more obvious for Sphinx users. I personally have never really used trove classifiers for searching (though I usually try to add proper classifiers to my packages), so I personally don't consider them important. But having a special one for Sphinx, together with a special keyword (I like "sphinx.extension") is a reasonable and nice idea.
