It's fine to use locktite.  In fact, it's common practice in racing,
where they grind off the end of the screw and even grind down the shaft
in order to minimize air flow obstruction.

It'l be more secure then rivets and silver solder.

I rebuilt my SU carbs recently. When I spread the split ends of the
throttle
plate screws, the thinnest side broke off, on all four screws. Is it
safe to
